Article 1
Purpose

The purpose of this Regulation is to regulate the procedures and principles concerning the aims of the Pamukkale University Preschool Education Practice and Research Center, its governing bodies, the duties of those governing bodies, and its mode of operation.

Article 2
Scope

This Regulation covers the provisions regarding the aims of the Pamukkale University Preschool Education Practice and Research Center, its governing bodies, the duties of those governing bodies, and its mode of operation.

Article 3
Legal Basis
Higher Education Law No. 2547 Article 7/d-2 Article 14

This Regulation has been prepared on the basis of subparagraph (2) of paragraph (d) of the first clause of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/1/1981.

Article 4
Definitions

Advisory Board

Refers to the Advisory Board of the Center.

Center

Refers to the Pamukkale University Preschool Education Practice and Research Center.

Director

Refers to the Director of the Center.

Rector

Refers to the Rector of Pamukkale University.

Rectorate

Refers to the Rectorate of Pamukkale University.

Board of Directors

Refers to the Board of Directors of the Center.

Purpose and Fields of Activity of the Center Part Two · Education, collaboration, publication, and implementation activities
Article 5
Purpose and fields of activity of the Center
  • To identify the educational problems of children in the preschool education age group in the region, produce new projects aimed at eliminating existing problems, and thereby improve the quality of education.
  • To conduct scientific research and studies in the fields of preschool education, family-child communication, child health, and child psychology.
  • To maximize the physical, mental, social, and emotional development and creativity of the children who will be educated in the Center, and to support their problem-solving, thinking, and decision-making skills.
Article 5
Cooperation and practice dimension
  • To cooperate with relevant public institutions and organizations and to prepare practice, research, and scientific study environments for the University’s students and academic staff studying in this field.
  • For this purpose, to provide consultancy to families and to develop programs that will improve the quality of education.
  • To cooperate and produce joint projects with official and private institutions and organizations at national and international levels in matters related to the fields of activity.
Article 5
Professional development and publication activities
  • To provide pre-service and in-service training support needed by official and private institutions for increasing the professional competencies of preschool and related field teachers.
  • To publish in matters falling within its field of activity and to organize conferences, congresses, symposiums, seminars, panels, and similar meetings.
Governing Bodies and Their Duties Part Three · Structure of the Director, Board of Directors, and Advisory Board
Articles 6–7
Director and duties
3-year term of office Appointed by the Rector Reappointment is possible
  • The Director shall be appointed by the Rector for a period of three years from among the salaried faculty members of the University’s Department of Preschool Education who have research and practice experience in the relevant educational field.
  • The Director is responsible for the administration and representation of the Center.
  • The Director whose term has expired may be reappointed. When the Director is absent from duty, the Assistant Director shall act on behalf of the Director.
Article 8
Board of Directors
  • The Board of Directors consists of the Director, assistant directors, and two faculty members to be appointed by the Rector.
  • It prepares the Center’s work program, carries out activities, and manages decision-making processes.
  • The Board of Directors convenes upon the call of the Director and decisions are taken by majority vote.
Article 9
Advisory Board
  • The Advisory Board consists of the Director, assistant directors, and the faculty members of the University’s Department of Preschool Education.
  • It adopts advisory decisions in line with the aims of the Center and offers opinions and recommendations regarding its activities.
  • The Advisory Board convenes at least once a year under the chairmanship of the Director.
Miscellaneous and Final Provisions Part Four · Personnel, spending authority, enforcement, and implementation
Article 10
Personnel and spending authority
  • The personnel needs of the Center shall be met by personnel to be assigned by the Rector from among the persons proposed by the Board of Directors.
  • The spending authority of the Center belongs to the Rector. The Rector may delegate this authority to the Director of the Center.
Articles 11–12
Enforcement and execution
  • In cases where no provision is included in this Regulation, the provisions of Law No. 2547 and other relevant legislation shall apply.
  • This Regulation enters into force on the date of its publication.
  • The provisions of this Regulation shall be executed by the Rector of Pamukkale University.
