Article 14 of Law No. 7592 on Higher Education and Amendments to Certain Laws, which entered into force following its publication in the Official Gazette No. 33335 dated 9 August 2026, added Transitional Article 85 to the Higher Education Law No. 2547 (click here), those wishing to benefit from this provision must submit an online application within four months, from 9 August 2026 to 9 December 2026, in accordance with the YÖK Implementation Principles. Students whose applications are accepted must complete their enrolment by 9 December 2026 by submitting their enrolment documents in person, via a notarised power of attorney or through a legal guardian to the relevant Academic Unit.
Application Documents for International Students:
- Application form
- 4 biometric photographs
- The original high school diploma or equivalent qualification, and a notarised copy in Turkish
- Examination results certificate
- Criminal record certificate issued within the last week (available via the e-Government system)
- For Blue Card holders: a notarised photocopy of the Blue Card
- Certified extract from the Population Register showing all entries (for dual nationals and Blue Card holders)
- For applicants applying as Turkish citizens or dual nationals who state that they completed their entire secondary education (high school) abroad, a certified and verifiable document showing their entries into and exits from Turkiye and the country where they studied throughout the duration of their studies/ For applicants who graduated from the overseas programme of the Open Education High School affiliated with the Ministry of National Education, a certified and verifiable document showing their entries into and exits from Turkey and the country where they studied throughout the duration of their studies
- The original and a Turkish notarised copy of the transcript/grade report showing all marks obtained during secondary education
- The original passport and study visa page or identity card, and a notarised copy in Turkish
- For those residing in Turkiye, a document showing their Turkish Citizenship Number (TC) or a residence permit
- For applicants with dual nationality or a Blue Card, a notarised copy in Turkish of the identity card or passport relating to their other nationality
Applications from international students will not be accepted by post; applicants must apply in person.
Documents Required for Enrolment from Foreign National Students Whose Enrolment Was Terminated
-4 biometric photographs
-A bank statement confirming payment of the contribution fee
-The original high school diploma or equivalent qualification, and a notarised copy in Turkish; Diploma Equivalence Certificate (for those who completed their secondary education abroad)
-Exam Results Certificate
-A panel report for prospective students enrolling in programmes specified in the ÖSYM/YKS guide as requiring a panel report, and for those enrolling in programmes that admit students via special talent pathways and require a panel report
-An official, notarised document or a notarised undertaking certifying sufficient income to support oneself in Turkiye, together with the Declaration of Financial Support Form
-For Blue Card holders: a notarised photocopy of the Blue Card
-Certified copy of the population register showing criminal record (for dual nationals and Blue Card holders)
-For applicants applying as Turkish citizens or dual nationals who state that they completed their entire secondary education (high school) abroad, a certified and verifiable document showing their entries into and exits from Turkiye and the country where they studied throughout the duration of their studies/ For applicants who graduated from the overseas programme of the Open Education High School affiliated with the Ministry of National Education, a certified and verifiable document showing their entries into and exits from Turkiye and the country where they studied throughout the duration of their studies
-The original and a Turkish notarised copy of the academic transcript showing all marks obtained during secondary education
-The original passport and the page containing the study visa, or the original identity card, and a Turkish notarised copy
