RECRUITMENT OF FOREIGN NATIONAL CONTRACT PERSONNEL

Legal Basis : Article 34 of the Higher Education Law No. 2547 and Article 16 of the Higher Education Personnel Law No. 2914

"Council of Ministers Decision Regarding the Principles of Employment of Foreign National Teaching Staff in Higher Education Institutions"

Individuals wishing to work at our University as foreign contracted personnel must submit their application, including a formal petition and the documents listed below, to the relevant academic unit related to their field of expertise.

If the application is accepted, it is reviewed by the Unit Administrative Board, which determines the gross salary (ensuring it does not exceed the salary of a permanent faculty member in an equivalent position).

The individual’s request is then forwarded by the relevant unit to the Department of Personnel, accompanied by the following documentation:

Upon being evaluated and approved by the University’s Foreign National Commission, the request is submitted to the University Administrative Board for final decision.

Upon a favorable decision by the University Administrative Board, the proposal is submitted to the Council of Higher Education (CoHE/YÖK), and the necessary data is entered into the YÖKSİS system.

Once the decision of the CoHE Executive Board is officially notified to our University:

Following a positive outcome, the applicant must pay the work permit fee (as determined by CoHE) to the designated bank and submit the payment receipts to the Department of Personnel.

After the Department of Strategy Development completes the pre-financial control, a Standard Contract (Type Contract) is signed between the University and the individual. The relevant academic unit is then notified to initiate the commencement of duties.

The unit officially starts the individual's employment and notifies the Department of Personnel. Once the individual’s record is created in the Personnel Information System, their university ID card is issued.

After the individual commences work, the payment receipts are forwarded to CoHE. Subsequently, the official work permit card issued by CoHE is received and delivered to the individual.

  3. Diplomas: Copies of academic degree certificates.

  4. Passport Copy: Photocopy of the identification page.

  5. Foreign National Salary Form (Yabancı Uyruklu Ücret Formu)

  6. Identity Declaration Form: Required for first-time applicants (Açık Kimlik Formu).

  7. Biometric Photographs (2): Required for first-time applicants.

  8. International Language Certificate: For those applying to teach a foreign language (internationally recognized certificate).

  9. Foreign Academic Staff Data Collection Form: Required for first-time applicants (Bilgi Derleme Formu).

  10. Foreign Academic Staff Information Form-1: Required for first-time applicants. (Bilgi Formu-1)

  11. Foreign Academic Staff Information Form-2: Required for first-time applicants. (Bilgi Formu-2)

  12. Publication List & Portfolio: Documentation of previous academic experience, scientific books, articles, and research studies (for first-time applicants).

  13. Visa Request Form: Required for first-time applicants. (Vize Talep Formu)

  14. Academic Evaluation Document: Required for Faculty Members (Öğretim Üyeleri için).


Note: For contract renewals, the same application procedure must be initiated 2 months prior to the expiration of the current contract.
