- Following the completion of criminal investigations initiated under Article 53 of Law No. 2547, preparing the agenda for the Final Investigation Board established pursuant to Article 53/c-2/d, drafting its decisions, and serving the official notifications to the parties involved.

- Forwarding the finalized and notified decisions of the Final Investigation Board to the First Chamber of the Council of State (Danıştay).

- Coordinating the defense of suspects reported to our department regarding FETÖ/PDY terrorist organization membership, monitoring the investigation files, setting the board’s agenda, drafting the final investigation reports, and submitting them to the Office of the Rector.

- Appointment of investigators for disciplinary and criminal investigations initiated by the Rector against academic and administrative staff; monitoring investigation files, and following up on the conclusion of administrative actions based on penalty proposals within the completed reports.

- Serving official notifications of criminal investigation files received from the First Chamber of the Council of State (Danıştay) to the Chief Public Prosecutor's Office and the relevant parties.

- Procedures conducted within the scope of Article 26 of Law No. 7145 (Law on Amendments to Certain Decree Laws) and Decree Law (KHK) No. 375.

The Investigation and Criminal Proceedings Division is responsible for carrying out the following procedures regarding university personnel within the scope of Article 53 of Law No. 2547:

  • Management of Disciplinary and Criminal Investigations: Appointment of investigators for proceedings initiated by the Rector against academic and administrative staff; monitoring investigation files, and overseeing the conclusion of administrative actions based on penalty proposals within finalized investigation reports.

  • Final Investigation Board Procedures: Following the completion of criminal investigations under Article 53 of Law No. 2547, preparing the agenda for the Final Investigation Board established pursuant to Article 53/c-2/d of the same Law; drafting its decisions and serving official notifications to the relevant parties.

  • Referrals to the Council of State: Forwarding the finalized and notified decisions of the Final Investigation Board to the First Chamber of the Council of State (Danıştay) within the scope of criminal proceedings.

  • Notification of High Court Rulings: Serving official notifications of criminal investigation files received from the First Chamber of the Council of State to the Office of the Chief Public Prosecutor and all relevant parties.

  • Counter-Terrorism and Extraordinary Procedures: Within the framework of Article 26 of Law No. 7145 and Decree Law No. 375 regarding individuals reported for FETÖ/PDY terrorist organization membership: coordinating the defense of suspects by the Investigation Board, monitoring inquiry files, preparing the Board’s agenda, drafting investigation reports, and submitting them to the Office of the Rector.
