CHAPTER ONE

Purpose, Scope, Legal Basis and Definitions

Purpose and Scope

Article 1
(1) The purpose of this Regulation is to set out the principles regarding the objectives, fields of activity, administrative bodies, and duties of the administrative bodies of the Pamukkale University Women’s Issues Research and Application Center established under Pamukkale University.

(2) This Regulation covers the provisions concerning the objectives, fields of activity, administrative bodies, and duties of the administrative bodies of the Center.

Legal Basis

Article 2
(1) This Regulation has been prepared based on Article 7, paragraph (d), subparagraph (2) and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions

Article 3
In this Regulation:
a) Working units and project groups: The Center’s working units and project groups,
b) Advisory Board: The Advisory Board of the Center,
c) Center (PAÜKASUAM): Pamukkale University Women’s Issues Research and Application Center,
ç) Director: The Director of the Center,
d) Rector: The Rector of Pamukkale University,
e) University: Pamukkale University,
f) Executive Board: The Executive Board of the Center.

 

CHAPTER TWO

Objectives and Fields of Activity of the Center

Objectives of the Center

Article 4
The objective of the Center is to conduct scientific research and studies on the socio-economic status and issues of women in cooperation with relevant departments and academic units of the University, both nationally and internationally, in line with the goal of promoting gender sensitivity and equality; to support the implementation of such studies; and to carry out educational activities aimed at training competent, informed, and sensitive personnel in the fields of women’s studies and gender studies.

Fields of Activity

Article 5

Areas of Activity of the Center:

a) To ensure the protection, dissemination, and advancement of women’s rights gained through Atatürk’s principles and reforms, and to advocate for a gender perspective; based on the understanding that women should be recognized as individuals within contemporary society, to develop applicable national and international gender-related projects concerning gender and women’s issues, and to organize educational programs, congresses, symposiums, conferences, seminars, courses, and similar activities.

b) To conduct scientific research and studies, both nationally and internationally, on all matters directly or indirectly related to women’s issues in the fields of economy, politics, education, culture, arts, and health; to apply new methods in the social sciences to these areas; to contribute to various research projects; and to participate in and support such studies.

c) To cooperate with similar centers both nationally and internationally and, for this purpose, organize scientific meetings and facilitate the exchange of students and academic staff in accordance with the relevant legislation.

ç) To support the offering of courses, theses, and seminars on gender issues and women’s studies at undergraduate, graduate, and doctoral levels; to encourage students to engage with these subjects through educational activities and initiatives; and to support those conducting research in these fields.

d) To contribute to the activities and initiatives of all public institutions and organizations working on issues related to gender and women’s studies; to develop projects, provide scientific data, conduct studies and research, and offer consultancy services upon request from public institutions, legal entities, and private individuals.

e) To ensure that both women and men are raised as informed and socially responsible individuals committed to Atatürkist thought and contemporary human rights principles in all areas related to gender and women’s issues; to inform the public using all available means; to monitor international developments; and to support initiatives aimed at promoting and strengthening a gender perspective.

f) To adopt a holistic approach in line with the Center’s objectives by promoting and reinforcing throughout society the understanding that many issues referred to as “women’s issues” are in fact societal issues that concern every individual, in order to implement structural solutions for sustainable and effective national development; to ensure that not only women but also men develop gender sensitivity and awareness; and, in accordance with this principle, to cooperate with centers at other universities in Türkiye that work on women’s issues, with the aim of integrating a gender perspective into national and international social policies, legal regulations, and academic structures, and to provide academic guidance in institutionalizing this perspective.

g) To publish, commission, and encourage publications aligned with its objectives and to establish a library and archive in the fields of gender and women’s studies.

ğ) To lead efforts for university scientific research units to support all research and projects related to gender and women’s studies; to ensure that academic staff and students are informed about the Center’s areas of activity and trained in scientific research methods; and to support initiatives that encourage future engagement in these fields.

h) To develop applicable projects focused particularly on the education, employment, and health of women living in rural areas and low-income urban communities.

ı) To establish communication networks with local, national, and international organizations in the field of gender and women’s studies in line with the Center’s objectives.

i) To inform the public about international conventions to which Türkiye is a party in the fields of human rights and women’s rights.

j) To carry out other activities and initiatives as determined by the Board of Directors.

 

 

CHAPTER THREE

Administrative Bodies of the Center and Their Duties

Administrative Bodies

Article 6
The administrative bodies of the Center are:
a) Director,
b) Executive Board,
c) Advisory Board.

Director and Duties

(Articles 7–8) – Defines appointment by the Rector, responsibilities, representation of the Center, execution of decisions, reporting, coordination, and cooperation activities.

Executive Board

(Articles 9–10) – Composition, appointment, meeting procedures, and responsibilities including decision-making on academic, administrative, and strategic matters.

Advisory Board

(Article 11) – Provides scientific and technological advisory opinions to the Executive Board when necessary.

Working Units and Project Groups

(Article 12) – May be established for ongoing and specialized activities upon proposal and approval by relevant university authorities.
