PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the management, working procedures and principles of Pamukkale University Economics and Econometrics Application and Research Center established under Pamukkale University.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions regarding the objectives, governing bodies, duties of the governing bodies and the working style of Pamukkale University Economics and Econometrics Application and Research Center.
Basis
ARTICLE 3 – (1) This Regulation has been prepared based on subclause (2) of sub-article (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.
Definitions
ARTICLE 4 – (1) In this Regulation the following terms refer to the following definitions;
a) Center: Pamukkale University Economic and Econometric Application and Research Center,
b) Director: Director of the Center,
c) Rector: The Rector of Pamukkale University,
d) University: Pamukkale University,
e) Executive Board: The Executive Board of the Center.
PART TWO
Purpose, Fields of Activity, Governing Bodies and Duties of the Center
Purpose of the Center
ARTICLE 5 – (1) The purpose of the Center is to conduct research, practice, education and consultancy in the fields of economics and econometrics in cooperation between the relevant academic units of the University and the main economic institutions in our country.
Fields of activity of the Center
ARTICLE 6 – (1) The Center conducts theoretical and applied analyses in the fields of economics and econometrics and carries out activities at regional, national and international level in the following areas:
a) To contribute to the production and accumulation of knowledge by conducting regional, national and international research in the fields of economics and econometrics.
b) To contribute to the production and dissemination of knowledge in this field in our country by bringing together academicians working in the fields of economics and econometrics on scientific platforms, organizing congresses, symposiums, seminars, workshops, training and courses, and issuing certificates.
c) To publish scientific publications in the fields of economics and econometrics.
d) To contribute to the development of economic policies at regional and national level.
e) To contribute to the identification of economic problems at regional and national level and the development of solutions for them.
f) To introduce, teach, implement and disseminate widely used software and programming languages in the fields of mathematical economics, statistics and econometrics.
g) To be the regional base and focus of the R-project, the most widespread emerging software in the field of econometrics, within the world university network.
h) To provide methodological and software support and data analysis for academic theses, projects and articles, especially for the University.
i) To create a local and regional economic data bank, especially for the economy of Denizli province, and to analyze and analyze regional economic data.
j) Designing experiments, collecting data, optimization and system analysis in cooperation with local administrations and institutions.
k) Conducting micro-economic analyses at the firm level.
l) To prepare joint studies and projects in cooperation with institutions and organizations at regional, national and international level.
m) To provide the necessary infrastructure, equipment and institutional organization to achieve the above objectives, and to provide support to train qualified workforce.
Governing bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:
a) Director.
b) Executive Board.
Director
ARTICLE 8 – (1) The Director is appointed by the Rector for three years from among the faculty members of the University who have a PhD in economics or econometrics. The Director whose term expires may be reappointed.
(2) Upon the recommendation of the Director and to assist the Director in his/her work, the Rector appoints up to two people from among the faculty members of the University who work in the field of activity of the Center as deputy directors for three years. Deputy directors may be dismissed by the Rector before the end of their term of office.
(3) When the Director is absent from his/her duty, he/she leaves one of his/her deputies in charge. When the duty of the director ends, the duty of the deputy directors also ends.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) Representing the Center and chairing the Executive Board.
b) To prepare the annual work program, budget and year-end activity report of the Center and submit it to the Executive Board and the Rector for approval.
c) To implement the decisions taken by the Executive Board.
Executive Board
ARTICLE 10 – (1) The Executive Board consists of five members in total, including the Director, one vice-director and three members appointed by the Rector among the faculty members of the University upon the recommendation of the Director.
(2) The term of the members is three years. Members whose term expires can be reappointed. New members are appointed in the same manner to replace the members who leave before their term expires or who are assigned abroad for more than six months without interruption.
(3) The Executive Board convenes with absolute majority upon the invitation of the Director, discusses the agenda prepared by the Director and takes decisions by majority vote.
Duties of the Executive Board
ARTICLE 11 – (1) The duty of the Executive Board is to discuss and prepare the annual activity reports and the annual work program of the Center, to take decisions on research, application and publication, to establish working and project groups and commissions for the work of the Center, to determine the principles regarding the issuance of certificates of participation and similar documents by the Center, to decide on the assignments and payments to be made for these activities for the approval of the Rectorate, to determine the basic principles and procedures of the studies to be carried out jointly with public and private institutions in Türkiye and abroad.
PART THREE
Miscellaneous and Final Provisions
Staffing needs
ARTICLE 12 – (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector according to Article 13 of Law No. 2547.
Fixtures and equipment
ARTICLE 13 – (1) All kinds of vehicles, tools, equipment and fixtures purchased within the scope of research and applications supported by the Center or donated for this purpose shall be allocated to the use of the Center.
Spending authority
ARTICLE 14 – (1) The Rector is the spending authority of the Center. The Rector may delegate this authority to the Director.
Cases where there is no provision
ARTICLE 15 – (1) In cases where there is no provision in this Regulation, the provisions of other relevant legislation shall apply.
Operation
ARTICLE 16 – (1) This Regulation comes into operation on the date of its publication.
Enforcement
ARTICLE 17 – (1) The provisions of this Regulation shall be enforced by the Rector of Pamukkale University.
