He was born in Bursa, Turkey, in 1976. He received the B.Sc. degree in Civil Engineering, the M.Sc. and the Ph.D. degrees in Transportation Engineering from Graduate School of Natural and Applied Sciences in Pamukkale University, in 1998, 2004, and 2009, respectively. He has been working as Assoc. Prof. in Pamukkale University, Department of Civil Engineering. Dr. Baskan studies in the fields of traffic and transportation planning, specifically network design, traffic assignment, optimization, and population-based heuristic methods and involves in several scientific and technical projects.
